Five Steps to prevent terminated and unauthorized employees from accessing sensitive data

Redundancies and corporate re-organisations are an unfortunate reality in today’s economic climate. Too often, businesses leave themselves vulnerable to a data breach or serious security incident during the redundancy cycle by not immediately revoking the network and application access points of terminated employees.

Security threats from inside the organisation are not a new phenomenon, but layoffs and economic uncertainty can significantly exacerbate the problem. A recent Cyber-Ark survey, “The Global Recession and its Effect on Work Ethics,” found that 71 percent of the employees surveyed declared they would definitely take company data with them to their next employer. The study further stated that "Top of the list of desirable information is the customer and contact databases, with plans and proposals, product information, and access/password codes all proving popular choices.” Moreover, the “Jobs at Risk = Data at Risk” survey published by the Ponemon Institute, found that 59 percent of employees who were laid off, terminated, or who quit their jobs in the last 12 months admitted to stealing company data, and sixty-seven percent admitted to using their former company’s confidential information to leverage a new job.

When a security incident of this nature occurs, we tend to file it away as an example of an “employee gone bad.” In reality it constitutes a failure of the organisation to uphold their responsibility on behalf of the business to manage, control and monitor the power it provides to its employees and systems. At a basic level, the organisation and its management has a fiduciary responsibility to ensure that access to critical information and applications is authorised and that it is continually monitored to make sure the resulting activity is authorised as well. The failure stems from the ‘perception of control’ an organisation has over their most sensitive networks, systems and devices.

The threat to an organisation is increased exponentially when the access is through administrative, shared or privileged accounts – these represent the most powerful IT users in an organisation, often providing wide-ranging access to most systems, application or database within the enterprise. These privileged identities, which exist on virtually every one of the thousands of servers and applications within a typical enterprise, very rarely get changed, due to the presumed extra IT effort involved and the need to communicate the new settings to the IT staff, which if not done effectively could potentially impede or slow down an administrator doing a time-critical task.

This type of uncontrolled access can lead to dire situations. In fact, failure to control these privileged identities led to two of the more critical security incidents in the past year. Last year, the city of San Francisco was brought to its knees because an employee locked down the city’s IT system through a privileged account. And more recently, a Fannie Mae employee implanted a logic bomb on the company’s network because access to his privileged accounts was immediately revoked upon his termination.

If you’re concerned about this happening at your organisation, here are specific steps you can take to help prevent severe security incidents:

  1. Improve internal security controls around privileged accounts via encryption, password protection, and auditing of system access;
  2. Reduce the risk of internal data misuse by implementing policies and technologies which provide special treatment for privileged identities and ensure compliance with regulatory requirements;
  3. Ensure administrative and application identities and passwords are changed regularly, highly guarded from unauthorized use and closely monitored, including full activity capture and recording;
  4. Avoid sloppy habits when exchanging privileged and sensitive information, such as sending sensitive or highly confidential information via email or writing down privileged passwords on post-it notes;
  5. Ensure provisioning, and more importantly deprovisioning of user access in an immediate timeframe after employee status or role changes.
Remember, trust is not a security policy, and the damage that insiders can do should not be underestimated. To thwart this threat, the first big step is making that key decision to effectively manage these privileged accounts, and then doing so in a streamlined manner that makes it efficient and transparent to the user. Streamlining the management of privileged accounts by controlling who has access, when access was gained, what is being done with the sensitive data and why access is needed is critical in preventing a major security incident from occurring at your company.

Tips on stamping out Data Leakage & Industrial Espionage during a Recession

Cyber-Ark Software, explains why the recession is impacting IT security and provides top tips to ring fence the risk

At a recent monthly gathering of both good and bad hackers in a dingy pub in Leicester Square, I asked them whether the economy was opening up new opportunities for them. The response was an overwhelming yes, with nearly everyone saying that the cut backs had caused jobs to be outsourced and, with less folks in IT looking after security, there would be increased room for vulnerabilities and for mistakes to emerge. They were also quick to state that the sentiment amongst redundant employees was that of disgruntlement and that therefore they were more inclined to exploit loop-holes in their previous employers’ networks.

The hacker community reinforced findings Cyber-Ark had unearthed in a recent survey it had conducted amongst 600 office workers in London’s Canary Wharf, New York’s Wall Street and also in Amsterdam. The study explored whether the recession was affecting peoples’ attitudes to work ethics and data security and, shockingly, it revealed that data theft and industrial espionage were on the up, worryingly not from hackers, but from the workforce itself concerned about impending job losses.

56% of workers surveyed said they were worried about losing their jobs because of the economic climate and, in anticipation, over half admitted to downloading competitive corporate data which they had identified as a useful negotiating tool in preparation to secure their next position. Top of the list of desirable information to steal is customer and contact databases, with plans and proposals, product information, and access/password codes all popular choices with a perceived value.

Memory sticks are the smallest, easiest, cheapest and least traceable method of downloading huge amounts of data which is why, according to the Cyber-Ark survey, they’re the “weapon of choice” to sneak out data from under the bosses nose. Other methods were photocopying, emailing, CDs, online encrypted storage websites, smartphones, DVDs, cameras, SKYPE, and iPods. Rather randomly, yet disconcerting, is that in the UK seven percent said they’d resort to memorising important data!

It’s not all doom and gloom as the survey also discovered that 70% of companies had implemented restrictions to prevent employees from taking information out of the office but that still leaves a worrying 30% unprepared for the snake in their midst.

Top Tips to Ring Fence The Risk
So what can companies do to stop data leakage and company secrets being exposed during these very uncertain times? My best advice is to …

1.Only allow people access to the information that they need for their everyday activity. Install multiple layers of security within the organisation depending on the value of the information, in this manner only those that are privy to highly sensitive or important data are allowed access to it. The best way to do this is to have a “digital vault - where you can encrypt the company’s most critical assets and allow only those with privileged access into the vault.

2. Regularly change passwords on admin accounts or privileged accounts which are accessed by more than one user as you will often find that these power passwords are being informally shared amongst those people that shouldn’t be using them. It’s once you change these that suddenly people phone in and ask why they can no longer access the data and you realise just how many unauthorised people were unnecessarily accessing the information. It’s these admin accounts and privileged passwords that hackers will always try and access first as they are often badly managed leaving gaping holes in the network.

2.Drum into your staff the importance of respecting company data and make sure you instil good IT security housekeeping rules. You can have the best IT security products in the world, but if your staff lets you down by stealing the information or, then all your best intentions and investments go out the window – along with the data!

3.Make sure you have an audit trail to the sensitive and important data. That way you can track who has access to what information and can check at all times who is accessing it.

4.Have a strict password usage policy that means that all users within the company have to change passwords regularly mixing numbers, letters and symbols. Do not allow users to know, or worse share, each others passwords. As I mentioned earlier manage and audit the highly sensitive administrative passwords to prevent hackers, and increasingly important insiders, exploiting the systems.

5.Ensure that you have a strict protocol for remote users and administer security products onto mobile devices centrally. Deploy the best, most transparent, encryption solution that doesn’t impede the device or impact the user, otherwise they will do their utmost to bypass it.

6.Have protection in place against data deletion and loss - earlier file versions should be retained, ensuring an easy way to revert to the correct file content or recover from data deletion quickly with minimal disruption.

7.Always use digital signatures so that unauthorised changes in files are detected.

8.Make sure you have end-to-end network protection. Security must be maintained while data is being transported over the network. The process of transferring data has to be, in itself, secure. It should be necessary for users to be authenticated, and access control used to ensure that users only take appropriate action, and that only authorised actions are carried out.

9.Maintain process integrity at all times. As data transfer is an essential part of a larger business process, it is critical to be able to validate that this step in the process is executed correctly. This requires the solution to provide auditing features, data integrity verification, and guaranteed delivery options.

In this current economic climate employers need to be able to trust their staff, however, with everyone jittery about keeping their jobs - the instinct is to look out for number one. The result is that employers need to be stricter about locking down sensitive and competitive information. It would be unthinkable to leave money on a desk, an obvious temptation to anyone passing, instead it is always safely locked away and the time has come for companies to give sensitive information the same consideration. If times get hard, and they invariably will, companies need to ensure that any cutbacks aren’t deeper then expected when stolen data unexpectedly eradicates any chance of survival. CyberArk’s advice is only allow access to your most critical assets for those that really need it, encrypt.

Experts say Aussie Government data deletion an avoidable fiasco

Australian Government data deletion fiasco easily avoided

London 17th March 2009 - Cyber-Ark, the digital data vaulting expert, says the deletion of more than 10,000 Government records in Australia's Northwest Territory by the drunken ex-fiancee of an IT staffer highlights the need for protection of critical user IDs and passwords.

"Reports are coming in of the deletion of 10,475 user accounts on the North West Territories' health, court and prison service's computer systems in a drunken rage after one member of IT staff terminated a relationship with another IT employee," said Mark Fulbrook, Cyber-Ark's UK and Ireland Director.

"The plain fact of the incident - which cost five days and around A$1.25 million to resolve - is that high level IDs such as that operated by the lady concerned should never have been accessible to ordinary members of staff. They should have been stored digitally and only accessed on an auditable basis by designated members of staff with specific authority for a given user session," he added.

According to Fulbrook, high level administrator IDs such as the one misused in the Northwest Territories data deletion incident, should have been protected by an authenticated protection system and the use of one-time transaction access numbering (TAN) technology.
By using an auditable data vaulting protection system, allied with one-time TANs, even if the male member of staff had been able to discover his fiancee's login details, the staffer could not have deleted the user account data without a TAN, he said.

The incident, says Fulbrook, is a classic case of insufficient multi-stage security being applied to high level administrator IDs and passwords.

The technology required to protect administrator IDs and passwords, he explained, is now available at relatively low cost, and is therefore deployable in a wide variety of IT situations.
"Data vaulting technology is no longer the expensive option that many people think it is. It's cost-effective, easily deployable and, perhaps more importantly, can be integrated with other audit and user account control systems," he said.

I.T.’s Dirty little secret – Privileged Passwords

You have a gaping hole in your security. Actually, let me rephrase that. MOST of you have a gaping hole in your security. It’s really big. It’s huge. It’s the kind of hole that when you think about it, it keeps you awake at night, worrying about how little you can do if someone actually takes advantage of it. It’s the kind of hole that most people would rather not think about, so they push it to the back of their mind. They don’t talk about it. Its I.T’s dirty little secret.

What is this huge security risk? It’s the potential abuse of Privileged Accounts and in the current financial environment, with companies either downsizing I.T staff or asking them to accept pay cuts, it’s more of a risk than ever.

Privileged Accounts are those accounts that many I.T staff use to carry out their day to day tasks. They allow those users to carry out ANY task on the system they are working on, whether it’s a desktop, server, database, application or appliance. So what’s the problem? Where’s the risk? The risk is that these accounts are, in the vast majority of cases, completely generic. All of the staff uses the same login name and password for each system; in some companies they may use the same login and password for many systems. This means there is no way of establishing who did what or when. What’s worse is that as there are so many of these accounts, many companies no longer bother to change the passwords with any kind of regularity. People change roles, yet still know the passwords to systems that they should no longer have access to. So now you have not only a list of authorised users who could be responsible for a data breach, but also a list of everyone who ever had access to that system (or at least had access to the system since the password was last changed)
But surely this only becomes an issue if you have untrustworthy staff? That’s not an issue for your company! You can look around your team and know that each and every one of them would never consider abusing the trust that is placed with them! How about your developers? How about your third party support staff? How about staff in other teams or the guy who left last year to go to one of your competitors?
The potential of insider threat is the number one risk within today’s Enterprise, and within any Enterprise the most technically aware staff are the I.T staff themselves. Knowing this, most companies still spend more on stopping John in sales or Caroline in accounts from accessing Facebook or an instant messaging application than they do on preventing the misuse of these highly sensitive privileged accounts.

The statistics speak for themselves. Verizon recently stated that 57% of breaches they surveyed over a four year period were committed by either an internal user or a business partner who had access to systems. They further stated that in the case of insider abuse over 50% of the breaches involved I.T Staff.

At Cyber-ark, we conduct a survey amongst the IT community on an annual basis that includes a very simple question.

“Have you ever used a privileged password to access information that was NOT relevant to your role?”

On average 33% of people who respond say they have. When asked if they would consider taking a form of sensitive data from their present employer if they ever left, over 85% said they would.

When I hear of companies that have not outlined a solution or strategy to deal with Privileged Accounts I liken it to building a prison with a huge tunnel to the outside. You can spend whatever you want on guards, fences, camera’s and locks, but if you don’t guard the tunnel, you may as well not bother.

Implementing a solution to safeguard against this type of threat is the only way forward and whether you decide to invest in a manual process or an automated vendor based product, you should ensure that it meets these three criteria:

1. Ensure your solution provides a safe and reliable place to store passwords.

Wherever you decide to store these highly sensitive passwords, you need to ensure it’s safe and secure. You need to make sure that only those that should have access to a particular password have access to it. Consider the administrators of the location. Can they see the data that resides within it? What would happen if you lost the system? Would that mean you lost the passwords? Ensure you have a fully redundant system that allows for any kind of failure.

2. Ensure you have the means to change passwords as regularly as possible. Use a one-time password if possible.

You can have the most secure location in the world for your privileged passwords but it will be completely undermined if you don’t change the passwords to systems as frequently as possible. Most quality automated products will allow you to change the password on a destination system every time a user requests the current password; some are even allowing users to connect to the destination system via their own GUI, without ever seeing the password. This allows you to change passwords less frequently.

3. Make is as easy as it can be for your users to go about their daily tasks.

Any security process you implement shouldn’t make your users lives more difficult. Although processes need to be secure, any solution should try to minimise impact.
